Roguda Fashion & Art Design School is committed to providing world-class fashion education that meets and exceeds the standards set by the Quality Council for Trades and Occupations (QCTO) and the South African Qualifications Authority (SAQA).
Our Commitment: We ensure that every student receives quality education through rigorous assessment, qualified instructors, industry-relevant curriculum, and continuous improvement.
This Quality Policy applies to all programmes, courses, assessments, and student services offered by Roguda Fashion & Art Design School.
02 QCTO Accreditation & Compliance
Accreditation Status
Roguda Fashion & Art Design School is accredited by the Quality Council for Trades and Occupations (QCTO) to offer the following qualifications:
- NQF Level 2 — Sewing Machine Operator
- NQF Level 5 — Apparel Pattern Designer Assistant

All instructors hold a minimum NQF Level 6 qualification in their relevant discipline.

03 Assessment & Grading Standards
Assessment Principles
All assessments at Roguda are designed to be:
- Valid: Assessments measure what they are intended to measure
- Reliable: Consistent results across different assessors and occasions
- Fair: Equitable treatment for all students regardless of background
- Flexible: Accommodate diverse learning styles and needs
- Authentic: Reflect real-world industry requirements

Assessment Methods
- Formative Assessments: Ongoing feedback during the learning process
- Summative Assessments: End-of-module evaluations

- Work-Integrated Learning: Industry placement evaluations
04 Instructor Qualifications
Roguda holds its teaching staff to the highest professional standards. All educators are required to:
- Hold a formal qualification at NQF Level 6 or higher in their field
- Maintain active industry engagement through ongoing practice or consultation
- Complete annual professional development aligned to QCTO requirements
- Be registered as Assessors and/or Moderators with the relevant ETQA
05 Facilities & Resources
We are committed to providing a learning environment that supports the development of practical skills and creative excellence:
- Fully equipped industrial sewing workshops with modern machinery
- Pattern drafting studios with digital and manual tools
- Design labs with access to current fashion software
- Reference library stocked with industry publications and pattern archives

07 Complaints & Appeals
Students and stakeholders have the right to raise concerns about quality, assessment outcomes, or conduct:
- Informal complaints should first be directed to the relevant lecturer or programme coordinator
- Formal complaints are submitted in writing to the Quality Assurance Office
- Assessment appeals must be lodged within 10 working days of receiving results
- All complaints are acknowledged within 3 working days and resolved within 20 working days
- Unresolved complaints may be escalated to QCTO directly
08 Continuous Improvement
Quality at Roguda is not static. We continuously monitor and improve our standards through:
- Annual student satisfaction surveys and focus groups
- Regular internal and external audits of all programmes
- Benchmarking against national and international fashion education standards
- Graduate employer feedback to track workforce readiness
- Annual curriculum reviews incorporating industry developments
09 Certification & Recognition
Upon successful completion of a programme, students receive:
- A QCTO-accredited certificate registered on the National Learners' Records Database (NLRD)
- A statement of results detailing competencies achieved
- A graduate portfolio reference verifiable by prospective employers
All qualifications are nationally recognised and may be used as credit towards higher NQF-level studies.
10 Stakeholder Engagement
We believe quality education is built in partnership with all stakeholders:
- Student Representative Council participates in academic governance meetings
- Industry Advisory Board meets bi-annually to review curriculum relevance
- Alumni network consulted on programme outcomes and career pathways
- Community partnerships support practical learning and social impact
